The article discusses the opportunities and challenges in the process of promoting the «One belt, one road» initiative in China. The authors presented recommendations for the construction of «One belt, one road»: to adhere to the principle of «joint discussion, joint creation and joint use»; to strengthen the mechanism of intergovernmental cooperation and exchange; to actively pursue cultural exchanges, create a political environment of mutual trust and resolve differences and misunderstandings; to focus on the interface of development strategies and plans of all countries to achieve mutual benefit.

 Management of intellectual resources of employees in the conditions of innovative development in the digital economy

The essential factor determining innovative development of digital economy is intellectual. In the submitted article the choice is reasonable and the content of infrastructures-but-reproduction approach to management of intellectual resources of employees of the industrial enterprises in the conditions of the modern transformational processes of innovative development of digitalization having objective character, having evolutionary and technological origin and, causing deep social and economic changes at all levels of economy is disclosed. From a position of the offered approach results on addition of the theory of human resource management by the developing elements covering classification of organizational levels of management of intellectual resources of workers at the enterprises of the industry and also identification of the types of personnel policy corresponding to a certain level of the organization of management of intellectual resources of workers are received. Results of a research are useful and necessary for formation and development of a theoretical and methodological basis of improvement of the organization of human resource management of innovatively active industrial subjects of economy in the conditions of her digital development. Can be used when developing tools, methods, systems and also mechanisms of management of intellectual resources of the workers aimed at maximizing effect of the innovation necessary for ensuring stable innovative development at the modern level.

The method of calculating the value of human capital and its indicators is described, as well as a matrix that determines the role of the enterprise in the process of formation, development and use of human capital.

 Instruments of artificial intelligence in assessment of effectiveness of investment project

The results of the analysis of the investment project with the help of a neuro-fuzzy system are presented. Unlike the traditional methods of evaluating the effectiveness of the project, which works poorly in conditions of incomplete information, it is proposed to use tools related to “weak” methods of artificial intelligence. As an instrument for solving the problem, an artificial neural network and a fuzzy logic system were chosen. Incorporation these technologies into a hybrid neuron-fuzzy system that combines the best properties of these methods has made it possible to form a quantitative assessment of the effectiveness of investment projects. The work of a neuron-fuzzy system of the type ANFIS (adaptive neuro-fuzzy inference system), implemented in the MatLab R2012b software package, is demonstrated. The regression equation connecting the input parameters of the investment project with the evaluation of its efficiency was derived and a comparison of the two approaches to the solution of the problem was made.

 Determinating the directions of new products creation on the basis of hybridization

The article defines the role and importance of hybridization for new products creation. Various hybridization algorithms are presented: with pre-known target parameters of the final product; with undefined target parameters of the final product and known applications; with unknown functional properties and scope. The fundamental differences of these algorithms are determined. The stages of selection of the model of basic products and resources for hybridization, the purpose and scope of the final hybrid products are specified.

 Evolution of management principles in organizations caused by a technological boom

The article examines the evolution of management principles, which is due to the observed technological revolution. There is a transition from traditional organizations to organizations, with a flexible organizational structure that produces demanded innovative products. In these conditions, the basic principles of management are focused on increasing the transparency of management, attracting intensity and creating the most creative atmosphere in the team. The article presents a plan for the transition of domestic companies to modern management principles, consisting of 4 stages. It is emphasized that the management of changes in Russian organizations can be complicated by traditional conservatism, in these conditions it is better to get rid of employees who restrain changes in the company. The author also points out that the implementation of the plan for transition to modern management can occur only with the help of like-minded people, that is, the manager needs to create his own team of reformers.

 Implementation of controlling in management practices: effectiveness assessing

The article presents an organizational and methodological approach to assessing the effectiveness of the implementation of an organization management system based on controlling, ensuring the integration of strategic and tactical management systems.In connection with the integration of controlling in management practices, implementation requires, above all, revolutionary changes in the internal environment of the organization, its business model: implementation and reform of existing business processes, changes in organizational design, creation of new and reconfiguration of existing information and communication links, developing a culture of self-control. Therefore, the effectiveness of the implementation of controlling is measured using a two-part integral indicator of the effectiveness of the organizational design based on the diagnosis: the degree of use of potential of internal environment and the degree of rationality of the business model, which is characterized by the degree of development of corporate culture and the degree of rationality of the organizational design, based in turn, on the degree of development of relations between structural units and the degree of rationality of the formalized organizational structure.The proposed methodological approach provides for taking into account the rate of changes in these components.

The article analyzes the impact of globalization processes on national and regional innovation systems, including universities. In this regard, the external challenges to national universities are considered, their role in the development of modern economic processes is determined. The main factors influencing the organizational structure and functioning of the university are described. The influence of a new factor on the development of the modern university – international cooperation is substantiated. The authors suppose that universities form an analytical and methodological basis for the development of clustering processes and polymorphic regional institutional transformations. In addition, universities are actively involved in their scientific and technological products in the emerging new value chains, participate in the struggle for international financial flows in education, science and technological development. The article reveals the problems of the university development in the social and economic conditions of Ugra.

 Institutions of additional professional education in modern conditions, their features and classification

In article the features and a role of institutions of the additional professional education (APE) in modern conditions of economic development are considered. Classification of all wide variety and a set of educational institutions in area of APE, providing educational services in numerous programs of training with use of the morphological analysis (a morphological box) for the purpose of a possibility of receiving a complete description and idea of a concrete APE institution is offered at further developing of organization development management strategy for maintenance and increase its viability. The table with the main signs of classification and their values (types of APE institution) for each sign is constructed, which allows to define and characterize a set of APE institutions, to describe any APE institution by a set of combinations of one of values of each classification sign and to create the system of coding on its basis.

 The main trends of online education market development in Russia

This article highlights the main trends of using Internet technologies in education and provides a description their specific features. We have defined the most popular methods of online education monetization, including paid content, paid certificates, placement of advertisement, etc. The author considers the measures taken by the Russian government to introduce Internet technologies into education, as well as the targets set for a priority project aimed at the development of online education. Analysis of the degree to which online education penetrates the major segments of the education market in Russia is provided. A number of issues that hinder the development of the online education market is revealed, in particular, the issue of shadow employment in this segment is considered.

The article deals with the applied aspect of media education in the process of creating a model of student television in the conditions of the knowledge economy, the emergence of new professions at the junction of technology and humanitarian knowledge as a form of studying at the university. The aspects that characterize the new conditions for the training of professional cadres in the mass media sphere, the requirements imposed by convergent media and the formats that allow coping with these tasks are touched upon. Student television becomes the cornerstone that underlies the formation of the competencies of a multimedia specialist who possesses the necessary baggage of theoretical knowledge and practical skills both in the field of digital content creation and the ability to work with him at the stage of post-production. This corresponds not only to the requirements of GEF, but also to the state policy for the development of the digital society, fixed in the adopted programs of the government of the Russian Federation.

 Some possibilities of using econometric methods in tourism research

In this article, using the method of binary logistic regression, authors identified the main characteristics of the Russian gastrotourism. Gastronomic tourism is a new fashionable trend, dynamically developing all over the world, including in the territory of the Russian Federation. However, in order to create a competitive offer in this market, it is necessary to determine the characteristics of the potential audience. The definition of the main demographic and psychographic characteristics of Russian gastroturists will contribute to the creation of a competitive tourist product in the Russian market, as well as the development of domestic tourism in the country, which is extremely important in the current political and economic situation. In addition, the paper conducted a correlation analysis of different types of tourism, which is also important for the development of the tourism industry in Russia.

 Development of the educational component of the industry market of tourist services in the Volga region

The article deals with the development of the industry market of tourist services through the improvement of its educational component. Nowadays, educational tourist routes are gaining popularity. Today, there are prerequisites to accept foreign citizens in Russia in order to provide them with educational services. Such tours can become very attractive for foreign visitors. In the framework of this article the possibility of formation of the Volga region, in the Saratov, Samara, Volgograd region of the radial tourist route of educational orientation is considered. The financial and economic justification of the tourist route for citizens from Germany, as well as the tour program. Conclusions are made about the positive impact of the experience of servicing foreign guests in the Volga region on the development of regional tourism industries and the ability to project this experience to the service of tourists in the implementation of domestic tours.
