 Human capital and trust resource in the context of groups and individuals


In this paper we consider the problems of staffing of enterprises of industries related to the emerging technological order, in their spatial reference in the regions of operation in terms of a significant structural imbalance of the domestic economy, and associated with these phenomena distortions of the labor market, the structure of students’ demand for future professions, the structure of the release of higher and secondary educational institutions in geographical and sectoral sections, and the formation of, thus, human capital of the coming technological order as a result of mutual lack of trust of the state, society and business.

 Empirical model of systematization of financial indicators by management functions as a basis for establishing the innovative potential of the organization


The article is devoted to the development of an approach to a comprehensive assessment of material and intangible factors that determine the potential of enterprises in the information network economy. For this purpose, in the first part of the article, an approach is proposed to integrate a promising methodology for assessing the system of tangible and intangible components of the enterprise potential in the framework of semantic modeling, on the one hand, and the traditional methodology for analyzing financial statements, on the other, tested, in the second part of the article, on the basis of financial statements of domestic companies according to Russian and international standards. One of the possible methodological solutions for the application of semantic modeling to the study of the potential of enterprises, the systematization of existing indicators used in traditional financial analysis, is discussed. A variant of the classification by activity of the enterprise, including operating, investment, financial activities as well as for each of the management functions: planning, organization, coordination, control, is suggested. Operating, investment and financial flows create a closed loop for the evaluation of the enterprise, and their systematic statement of cash flows can be derived from other official reporting documents. Thus, the basis for the implementation of a systematic approach to the evaluation of activities and the use of semantic models is created. To solve the problem and take into account non-material factors, the available methodological tools, such as the Edwards-Bell-Olsen (EVO) method, are used. It is shown that its use, within the framework of the proposed approach, allows to obtain meaningful assessments of the enterprise development potential. However, such estimates have a number of limitations due to the fact that they are not able to take into account the emergent properties of the enterprise as a complex economic object and develop appropriate indicators. In the final part of the article the solution of this problem by development of the offered system on the basis of integration of semantic modeling and resource-oriented approach is offered.

 Cluster initiatives: system features of formation, development and management


The article discusses the formation of clusters as polymorphic evolving systems with the experience of different countries. Based on the system analysis, a range of patterns of development of clustering processes, the necessary conditions for their formation and management are highlighted. It is noted that there are a number of serious contradictions in the management of clustering processes in Russia and its regions, which significantly restrain their development. The selected range of patterns makes it possible to develop algorithms for a comparative analysis of the extent of their reflection in the regulatory documents of the national and regional levels in order to accelerate the process of the Russian regions economy clusterization.

 Integration of the principles of lean production and quality management system in the organization of labor of social service institutions


The authors consider the issues related to the implementation of the principles of lean production in the institutions of the social sphere. The analysis on comparison of tools and methods of lean production with the existing quality management system in institutions is conducted. The main problems are identified and measures for the systematic implementation of the principles of lean production for further integration with the quality management system are proposed.

 Adaptation of the best foreign practices in the field of risk management to the conditions of Russian industrial companies


Carrying out innovation and investment activities, organizations face risks that affect the results of this activity, and therefore risk management is one of the main activities of modern organizations. The article deals with the most well-known and widely used foreign risk management standards, such as ISO 31000 2009, FERMA and COSO II ERM, their comparative analysis is conducted. The practical application of these standards in foreign organizations engaged in innovation and investment activities (Volkswagen Group, NASA) is considered. Risk management experience in large Russian organizations, such as “Rostec”, JSC “Ruselectronics”, “Rosatom” and JSC “Atomenergomash” is investigated. On the basis of the conducted research, a number of approaches and measures for risk management successfully applied in foreign practice are identified, and ways of their adaptation to Russian practice are considered.

 Improvement of sales management of the enterprise on the basis of controlling methodology


The article considers the problems of improvement of the sales management of an industrial enterprise. It is determined that external and internal factors have a negative impact on sales activities. In the process of performing the functions of sales managers are faced with conflicting interests of managers of other departments. The use of controlling methodology provides effective cross-functional coordination of sales managers, which allows to increase the stability and competitiveness of the enterprise.

 Methodological approaches to the formation of strategic management mechanisms for the development of the petrochemical industry in the context of global challenges


At present, the competition in the market of fuel and energy resources is constantly increasing and the risks are becoming higher, in this regard, it becomes necessary to choose new directions for the development of the Russian petrochemical industry. All management entities of the petrochemical industry need to constantly improve their conceptual approaches, methods, mechanisms, which in turn are used during the preparation and adoption of strategies to address important issues in the new unstable conditions. Despite the fact that the petrochemical complex has already established the necessary management structures, which, in turn, correspond to the specifics of the market, taking into account the high capital intensity and inertia of the petrochemical industry in Russia, it is very important to improve strategic management methods. This is necessary in order to achieve stability and effective development of the petrochemical industry. This article presents the mechanism of strategic management of the petrochemical industry development, the conceptual scheme of the strategic management system and the recommended structural elements for the Russian petrochemical industry
