   The problems of economic security methodology in the conditions of economic crisis

This paper considers the problems of monitoring the economic security of Russia and its regions. It proves the provision on the assessment of a significant reduction in evaluation authenticity of economic security levels of Russia and Russian regions in conditions of economic crisis. It argues for the need to make changes in the methodology of economic security as a consequence of an objective relationship between economic processes and assessment of economic security. According to the analysis, the task is formulated to adjust economic security monitoring system and its requirements.

   Patterns of subregional asymmetry of medium and small enterprises

The author in the article touches upon the actual problem of subregional asymmetry assessment of medium and small enterprises. The author is proposing her own original method, approved by the example of the Northwestern Federal District of the Russian Federation. The research allowed identifying important patterns of asymmetry of small and medium enterprises at the subregional level.

   Bank lending to small businesses: regional aspect

The problem of financing the activities of small businesses remains the most discussed in the domestic business and expert communities in recent years. The article reveals some of the problems of bank lending to small enterprises on the example of the market leaders in the North Caucasus Federal district. Prospects of further expansion of measures to encourage cooperation between banks and small businesses should allow entrepreneurs to broaden the practice of the use of Bank loans as sources of funding.

The author takes spatial concentration of assets as a criterion for distribution of production and calculates of the effect of spatial concentration of fixed assets on the dynamics of regional development. However, there are situations where this method provides the only correct result. The developed economies use legal and organizational mechanisms to combat corrupt practices of their own TNCs in Africa. The Russian Federation is now also legally bound by such obligations. It seems reasonable to apply such measures, including anti-corruption AML/CFT-related measures, to TNCs from large emerging economies with significant investment positions in Africa which will allow creating uniform conditions for business, restoring the rule of law, and stabilizing the economic growth rates in the region.

   Methodical provisions for assessing the impact of the oil companies’ financial capacity on the formation of the state financial capacity

Using the method of analysis and synthesis, this paper carries out the evaluation of the interaction of oil companies and financial capacity of the Russian Federation on the structural elements of the national financial system as a methodological framework for the interdependence assessment. With the use of logical framework analysis we have revealed the resource orientation of the Russian economy and substitutional character of the factor of oil prices influence on the financial capacity of the state. We have also studied the positive and negative effects of dependence of state financial capacity on the financial capacity of oil companies. Based on an assessment of the current state of mutual influence of oil and gas companies on the formation of the financial potential of Russia, we have indicated and reasoned the direct and indirect impact which creates the induced effect of interference by increasing or decreasing the financial capacity of the state in view of its potential structure-forming components. In order to evaluate the interaction of financial capacity of oil companies and the state, as a methodological framework for the assessment of interference we have proposed a mechanism of system interaction of directly proportional positive and negative connections of structural elements of the enterprise and the state financial potential. This approach creates a platform for improving methodological approaches to the assessment of the potential interaction of financial business entities and state which could be implemented within corporate management and the mechanism of state fiscal policy.

   Environmental standards in the tourism sector: problems of implementation (with the example of Krasnodar region)

The paper presents an analysis of the existing legal framework in the field of tourism for the identification of the most advanced (in terms of environmental conservation) legal acts, which could serve as a prototype for the development of a regional system of eco-labeling in the tourist business. It has been revealed that the “Leaf of Life” program created by NP “St. Petersburg Ecological Union” in 2001, today is the only Russian eco-labeling, which is recognized by the international environmental community.

The “Leaf of Life” distinctive features making it different from other similar eco-standards are more stringent requirements (limits) on the level of consumption of basic resources and the generation of waste, the introduction of scoring for assessing efficiency of innovation implementing, and division of hotels into three classes according to the accumulated score.

It is proposed to use a system of “Leaf of Life” eco-labeling of hotels as the basis for the development of a regional system of voluntary certification of hotels of Krasnodar region. As a result of empirical research conducted by personal interview, we have estimated readiness of potential consumers to use different eco-hotel services and the possibilities to use eco-labeling as a market mechanism to stimulate the diffusion of environmental management systems into the hotel business.
