 Cost engineering in construction

Difficulties that emerge in technological processes, changes of forms of industrial connections as well as development of technical means for the administration process causes changes of attitude to explicit evaluations and methods of investment projects. Every investment project may be characterized from the financial, technological, organizational and temporal sides. Introduction of cost engineering will allow to provide cost analyses that will allow to simplify the further provision of economic relations between parties of the project virtually at all stages of the investment and construction project.
Materials of the article may be used and have the practical value for representatives of the investment and construction complex and used in the studying process – for training of future planning engineers, advanced training and professional retraining of the staff in companies of the investment and construction complex.

The article proves reasonability of creation, main functions and tasks of engineering companies in the field of high-tech metallurgy and mechanical engineering as exemplified by Novosibirsk Region. Main types of works (services) of the engineering company are given, their competitiveness is reviewed from the position of uniqueness and complexity. Results of the study may be used for improvement of methodology for formation and practice of engineering infrastructure’s development in high-tech branches of industry.

 Effect of high loan interest rates on the economic growth in the Russian Federation

The article is devoted to the study of mechanisms and the level of effect of interest rates to the economic growth. Main theoretical approaches that explain influence channels of the nominal and the real interest rates on dynamics of the issue and its elements as well as results of the review of empirical studies for developed and developing countries. Country cases of Brazil, India, Turkey and Chili are analyzed, key reasons for the chance of coexistence of high interest rates and high economic growth rates are detected.

 Import coverage analysis of non-tariff measures introduced by Russia

Since the year 2014, the number of non-tariff measures introduced by Russia against individual third countries has rapidly grown thus the determination of the import value which is included to non-tariff measures introduced by Russia and its dynamic are very important. This article analyses the number of commodity items and import volumes prone to the effect of non-tariff measures introduced by Russia against individual countries with the help of building of frequency indices and coverage indices.

 Geography of export trade traffic flows of the Russian Federation

The article concerns main methodological issues of modeling of traffic flows of export and import commodities through checkpoints at borders of the Russian Federation and the Customs Union. Specific features of building of the export trade theoretical model taking into account cargo transportation routes and the issue of application of the methods for evaluation of the model to the data of real traffic flows are discussed. Evaluations of the simplest models on the Russian data point out importance of the quality factors of the domestic transport infrastructure for selection of import cargo traffic flow routes.

This article views the local real estate market as one of most important ones within the system of city local market which effective functioning and development should enable solution of the whole range of issues in modern cities. In this regard, the special attention is paid to factors that determine development of local real estate markets: the study suggests the classification of such factors and determines specific factors that are mostly seen in the space of cities.  Specific features of the contents of concepts “competition” and “competitiveness”

This article will be interesting for researchers that study the essence of concepts of “competition” and “competitiveness”. The author has detected many interpretations of “competition” that have been divided into ideological groups. Existing markets are described upon the level of competitive struggle as well as main types of competition. The concept of “competitiveness” is analyzed not as a whole but divided into three integral parts: competitiveness of a product, a company, a country. The study ends by the example of the author’s interpretation of the concept of “competition” and by interrelation of concepts of competitiveness of a product, a company, a country.

 Could the resource course be good for the Russian economy?

The article is devoted to the analysis of historical successful and unsuccessful examples of countries with rich natural resources. Upon results of the analysis, the author draws the conclusion that the resource wealth as it is does not pose the great risk or the benefit for the economic growth: the result of the research of these resources depends on the additional factors that include the educational level and the quality of institution. In relation to this, the result of the author’s empirical study of the effect of the resource wealth on economic growth rates made in this article is not surprising. Moreover, this result is confirmed by both historical episodes and results of some key studies on the subject of the resource curse. Upon results of the analysis, the author also forms practical recommendations for the Russian economy as one greatest international exporters of the raw material.

 Principles for organization of leasing procedures in the agricultural sector of the Azerbaijan Republic

The article reviews main direction of the use of leasing as the method for the increase of the company’s technical potential. The purpose is the review of the theoretical and methodological concept of leasing, determination of the economic effectiveness of leasing relations aimed for improvement of the technical provision, organization of accounting and methods of performance.
The process of globalization has increased competitiveness, each businessman searches for the unique approach to business management and tries to use financial resources in an effective way. Leasing help them to do it by allowing to form main funds and not to acquire but to take them on lease. This significantly decreases costs of the company but allows to renew its equipment within the short time period and to increase effectiveness of their use.
This article will be useful for all who wants to study the concept of leasing, its types as well as the accounting of leasing companies according to the National Accounting Standards wi the use of the new account chart for commercial companies.
