This article analyzes the stages of implementation of such innovations as cryptocurrency. The main trends are outlined taking into account the scientific model of innovation. The assessment of the ICO market is conducted and the structure of the collected investments in the areas of activity is analyzed. Based on the economic-theoretical analysis of changes and financial technological innovations in international trade and finance that occur in connection with wide application of the tools of the digital economy and blockchain, the trends in the organization of investment methods and activities of the blockchain start-ups is investigated. The Russian Federation place in the structure of the world market is revealed, as well as adopted at the legislative level suggestions are estimated. The importance of proposals preparation for promising areas of development of digital platforms at the present stage, taking into account the conclusions about the feasibility and possibility of using platforms for ICO in high-tech fields of activity.

Currently, the management of scientific and technological development is the basis of economic planning in almost every country. This article describes the experience in the field of public administration of the leading countries of the world, such as Germany, UK, USA, Japan. The main directions in their scientific and technological development are defined, namely: the state mechanism of management is presented, the key directions in the sphere of science and technology are allocated, the instruments of implementation of scientific and technical policy are considered. The study of foreign experience allowed us to draw a number of conclusions and recommendations for improving and managing scientific and technological development in Russia.

 Study of the comparative efficiency of the national innovation system and the quality of economic growth: on the example of a comparative analysis of OECD and BRICS countries

The article deals with theoretical and methodological approaches and a review of the comparative effectiveness of the national innovation system and the quality of economic growth: on the example of a comparative analysis of the OECD and BRICS countries. The analysis of the relative efficiency of national innovation systems (NIS) in the Organization for economic cooperation and development (OECD) and the BRICS (Brazil, Russian Federation, India, China and South Africa) and their impact on long-term economic growth is conducted. Our analysis examines the cause-effect relationships between the two blocks of variables as well as the direction and intensity of cause-effect relationships. The article describes the evolution of innovation policy of the OECD and BRICS countries, taking into account the most relevant changes in scientific and technological dynamics and the economic system during 2007-2017. In the framework of this study, using the methodology of analysis of “data coverage” (Data Envelope Analysis, DEA), we evaluate the index of relative efficiency of the national innovation system (NIS-IOE) in the OECD and BRICS countries.
The empirical assessment includes alternative ways of interpreting the innovation policies of OECD and BRICS countries and briefly considers the results of modeling for each of the NIS objectives under study.

 Research of the peculiarities of procyclical dynamics of investment in scientific-technological and innovative economy’s development on the example of the countries with a “catch-up” model

The article deals with theoretical and methodological approaches and a review of applied research of macroeconomic analysis of innovation and economic growth in countries with a “catch-up model” of economic development. In particular, the causal relationship between investment in R&D and GDP growth is analyzed. The article describes the evolution of innovation policy in Mexico, taking into account the most relevant changes in the scientific and technological dynamics and the economic system over the past forty years. In this study, using data on GDP and R&D expenditure, the need to use the method of systemic co-integration to test the model that links economic growth with public R&D expenditure and total investment is revealed.
Also, the advantages of macro-strategic targeting and the evolution of innovation policy are considered. For the convenience of the analysis, the evolution of innovation policy, from the point of view of macro-strategic programming, is grouped into three large stages.
The empirical assessment includes alternative ways of interpreting the innovation policy of the countries with an import-substituting model of economic policy and the possibility of its adaptation to modern conditions of economic development in Russia.

 Level of digitalization of the economy of the countries of the European Union and the Russian Federation

This paper is devoted to such an urgent issue as the entry of society into the new format of the economy “Industry 4.0”, which implies a gradual digitalization of all processes. The article explains the essence of the four main factors, including their main criteria, which can determine the degree of digitization of the economy, including their main criteria. The relationship between the development of information and communication technologies and changes in the functioning of organizations is shown.
The authors analyze the new business formation and consider whether Russian enterprises are ready for the fourth industrial revolution, how far the companies have advanced in the issue of digitalization, and how much the European Union enterprises have succeeded in this. In the article, as the presented statistics are analyzed, the main differences between the represented economic systems are highlighted and, on the basis of this, an attempt is made to explain the discrepancies and the probable future development of the digital economy in the EU-28 countries and Russia is suggested.

 Improving the quality of life of Russian citizens in the process of implementation of innovative projects

The realization of the concept of the digital economy, the achievement of the breakthrough in all spheres of life by implementing national projects, and the use of IT-technologies and telemedicine is aimed at improving the comfort of the living environment, improve the quality of life and improving the environment in cities, having a significant effect not only on overall health and life expectancy of citizens, but also on the psychological state of society as a whole. In this regard, the topic of this scientific work is recognized as relevant.
The aim of the work is to study the impact of innovative projects on the quality of life of the population. The increment of scientific knowledge is the development of theoretical and categorical apparatus for the implementation of innovative and Smart projects in the framework of the transformation of national economic policy. The results include the development of a theoretical approach to assessing the impact of various factors on the effectiveness of national projects, a simulation model of innovative project management, as well as a model of shifting the proportion of funding for national projects “state – private business” depending on the state of the economy. It is concluded that in terms of development of new technologies the decision of problems of improvement of quality of life, development of human habitat, health, along with education, demographics, the fight against poverty, implementation of digital economy is one of the primary and priority tasks of the Russian state.
The results of the study will be useful to public authorities and private business, solving the problem of improving the quality of life of the population in the implementation of national projects.

 The economic complexity at the sub-national level as an innovative paradigm for regional development

The article deals with theoretical and practical issues of measurement and application of economic complexity at the subnational level. A review of the most notable studies in this area, taking into account the methodological features of the approach at the regional level, is given. The strengths and weaknesses of the theory of economic complexity are considered. Particular attention is paid to the most important and complex methodological issues related to the tools for measuring economic complexity, as well as the use of this campaign at the subnational level, taking into account the complexity of the formation of the database system and its processing. The features of the approach to the Russian regions are revealed, the grouping of industries and sectors is proposed to justify the development strategies, mechanisms and tools of their sectoral policy.

 Interregional assessment of the Russian Federation economy innovative development level

Russia’s policy of implementing national projects should be based on the established basis for introducing innovations in the fields of science, health, education and the economy. But, as practice shows, not all subjects of the Russian Federation are ready to implement priority projects due to the low innovative development of the economy. The article presents both theoretical and methodological aspects of the issues of innovative development of the economy and practical results of assessing the level of innovative development of the Russian Federation through the prism of its constituent Federal districts. The author clarifies the concept of “innovative development of the economy”, reveals some methodological approaches to assessing the level of innovative development of the economy. Rating assessment of rates of introduction and development of innovations in federal districts of the Russian Federation on the basis of the approach opened by Ugryumova A.A., Erokhina E.V., Savelyeva M.V. is actually conducted. The assessment revealed a disparity in the level of innovative development of districts, the elimination of which should be a priority for the government.

 Development of tools for evaluating the performance of human capital in the innovation economy of the region

The article analyzes the effectiveness of human capital in the innovative economy of the region, which is quite an important issue. Based on the analysis of domestic and foreign literature, it was suggested that it is necessary to form a tool for assessing this category from the perspective of taking into account the innovative component. The formed evaluation mechanism made it possible to analyze the regions of the Central Federal district for 2011-2017. On the basis of these tools, leading and lagging subjects were identified. Analyzing the results of the evaluation, it was found that the effectiveness of human capital in the innovative aspect is slightly lower compared to the overall performance

 Industrial parks as a mechanism for enhancing the investment attractiveness of the region (on the example of the Republic of Tatarstan)

The investment attractiveness of the region is the basis for forecasting and regulating the inflow of investments. The main indicator by which you can evaluate the investment attractiveness is the investment rating. The Republic of Tatarstan has been a leader in this indicator for many years. Construction and development of industrial parks is an effective mechanism for creating such infrastructure that will make the region attractive for investors. In recent years, there has been a significant increase in the number of parks. According to this indicator, the Volga federal district and the Republic of Tatarstan excel among Russian regions. Many industrial parks of Tatarstan occupy the first places among Russian parks. The industrial profile of the Republic determined the parks’ production orientation. To date, we already have experience in the construction and operation of industrial parks. This experience allowed to reveal some tendencies of their work which need to be considered for further successful functioning of parks and as a result to correct development of the region in which they are situated, increasing attractiveness for investors. The materials of the article can be useful for domestic and foreign companies that plan to place their production in such a way that their investment projects have increased their economic and financial performance.

 Analysis of problems of formation and development of innovative infrastructure of industrial regions of the Russian Federation

Innovative development of the Russian economy is largely determined by the success of innovative development of its regions. Industrial regions in Russia are the basic territories for innovative transformations and drivers of future growth and development. Creating conditions for regional development requires a systematic analysis and conceptual approach. In this article the concept of innovative infrastructure of the region is revealed and its elements are considered. The authors analyze the material and technical support of innovative infrastructure of the Russian regions, including the leading industrial regions. According to the results of the study, the problems of formation and development of innovative infrastructure are systematized, the prospects of regional development in this area are determined.

The article deals with the currently emerging postulates of the concept of green economy, involving the organization of nature-saving industrial production and the introduction of innovative eco-technologies. On the example of Perm Krai ecological tendencies and indicators of environmental protection are investigated, and also objects of the accumulated ecological damage are revealed. There is a lack of systematic solutions to environmental problems in rural development programs in the region. The practical significance of the provisions considered by the authors lies in the conclusion that the environmental factor is one of the main destructive elements in the implementation of the goals and objectives of socio-economic development of rural areas of modern Russia. The results of the study can be used in the development and implementation of sustainable rural development programs in the regions of the Russian Federation.

 Critical analysis of innovative development of the Republic of Tatarstan

The tasks of the state include the creation of conditions conducive to the development of innovation activity in the industrial sector of the Republic of Tatarstan. An important role in the financial support of the republican science is to ensure the growth of domestic spending on R&D, as well as to promote a systematic increase in the funding of fundamental and applied science. The Republic is the most attractive region for foreign investors among the subjects of the Volga Federal district, so it has all the prerequisites for activating the innovation process. In this article the author analyzed the prerequisites of innovative development of the Republic of Tatarstan, including the key sectors of the regional economy. The author also drew conclusions about the conditions necessary for the final formation of the regional innovation economy. The article may be of interest to representatives of regional business, in particular high-tech enterprises, as well as representatives of the scientific community interested in this topic.

 The impact of innovative development factors in the gross regional product (on the example of the Republic of Mordovia)

The article considers the factors of regional innovation development, such as the share of innovative products in the total volume, the costs of technological innovation, the innovation activity of organizations, the internal costs of research and development, the patents and inventions, the number of organizations performing research and development,
the developed advanced technologies, in order to allocate significant for the gross regional product. The results of the work showed the relationship of various factors of regional innovation development. Two main factors that significantly affect the gross regional product of the Republic of Mordovia have been identified. The aim of the work is to study the factors of innovative development of the region, the allocation of priority areas of investment of public and private funds. The study was conducted on the basis of comparison of theoretical and practical aspects of regional innovative development, as well as analysis of open statistical data. General scientific research methods, correlation and regression analysis were used. The methodological basis of this study were the works of Russian and foreign economists on the investments and innovations.

 Implementation of the Smart-Houses program in the Ural federal district

In order to improve the quality of population life the concept of “Smart City” has been successfully applied in such countries as Singapore, UAE, Japan, China, South Korea, France, Morocco, Finland, Netherlands, USA, Canada, Spain and Kazakhstan. The concept of “Smart City” includes the creation of basic and intellectual infrastructure of urban space in order to improve the information, economic and environmental security of individual cities and the country as a whole, the comfort of citizens living environment, as well as the level and duration of their lives.
In the Russian Federation, within the framework of the national project “Digital economy”, a number of large megacities are also implementing certain elements of this concept, in particular, information infrastructure, digital technologies, digital public administration. The main goals of the Russian state in this area are fixed in many strategic documents, including the Strategy for the development of the information society of the Russian Federation for 2017-2030. The relevance of the chosen research topic is due to the above mentioned factors. The implementation of the “Smart city” concept is also aimed at increasing the productivity of urban space and is associated with increasing the efficiency of individual urban development projects.
In this regard, the main purpose of this scientific article is to systematize foreign and Russian experience of the intelligent technologies application in urban environments, including the stage of design and construction of “Smart cities”, and the development of a systematic approach to the implementation of the concept of “Smart City” in the Ural Federal district, which will determine the current situation and future prospects for the use of digital technologies in the urban sphere.
The scientific basis of the research is the publications of Russian scientists devoted to the problems of the population quality of life improvement in different countries and regions of the Russian Federation through the introduction of new information technologies in all spheres of society.
In the course of the study, the authors identified the main prerequisites and prospects for the implementation of the functional strategy in the development of regional development, developed the algorithm of the “Regional Land Bank” (on the example of Yekaterinburg), identified the specific features of the new “Smart-houses” product in the introduction of digital technologies in the lives of citizens. In addition, the authors of the study carried out economic and mathematical modeling of the implementation of this concept in the framework of public-private integration, presented a tool for solving the problem using a dynamic model [24].
The methodological base of the research consists of general scientific methods of cognition, in particular, methods of economic and logical analysis, system method, synthesis, simulation.
During the study the authors have concluded that with the development of new technologies in the framework of the “Smart City” concept there is no single approach to the process of effective management of urban areas, which has allowed to justify a new theoretical approach and the need to change the paradigm of state economic policy.
The results can be useful for representatives of government agencies and private business, experts and the scientific community, whose professional interests include the introduction of information technology as a factor of the residents of large cities quality of life improvement.

 Factors of the effective innovative development of the region in conditions of digitalization (on the example of Novgorod region)

The article analyzes the key factors of the effectiveness of innovative development of the region on the example of the implementation of the national program “Digital economy” in the Novgorod region. Novgorod region was chosen as an object of study, as a region that reflects the average level of economic development in the Russian Federation and does not have any preferences in terms of resource base. Evaluation of the effectiveness of this project was based on the analysis of policy documents and interim reports, taking into account the specifics of the region and its socio-economic potential. The authors paid special attention to the innovative development and digitalization of social sectors of the regional economy: education, health and culture. One of the key factors contributing to the successful implementation of the digitalization program of health and education was the significant integration potential of the emerging regional innovation system and close partnership with high-tech businesses and private foundations, which partly solved the problem of underfunding industries and provided a less bureaucratic decision-making process.
The article also analyzes the institutional features of the regional innovation system of the Novgorod region, describes the main factors impeding effective innovation development and suggests possible solutions to overcome them.

 Analysis and definition of key problems of innovative development of Sevastopol

The article is devoted to the analysis of scientific and technical potential and innovative activity of Sevastopol in order to identify the main problems of innovative development of the region. The analysis carried out in the course of the study showed that despite the low performance indicators of scientific and technical and innovative activities in absolute terms, the relative performance indicators for these areas in Sevastopol exceeds the average for Russia, which suggests considerable scientific and technical potential in the region and the feasibility of creating favorable conditions for development of innovative entrepreneurship (the preservation of special economic zones, technoparks and the development of other elements of the innovation infrastructure).
In conclusion, the authors draw conclusions about the key problems in the field of Sevastopol innovative development, which include: limited funding for science, the lack of alternative sources of investment in science in addition to the state budget, various administrative problems associated with the complexity of the organization and doing business, almost complete lack of elements of innovation infrastructure, sanctions and consequent restrictions on international trade and international movement of labor and capital, low level of cooperation between science and production in the region, as well as low entrepreneurial activity and innovative culture of the actively productive population.

Since the beginning of the XXI century, information and communication technologies (ICT) have become a powerful lever for accelerating technological progress, and, consequently, economic growth. ICTs are now increasingly influencing macroeconomic processes. According to the dynamics of the structure of GDP, the development of industries actively using ICT is advancing. The volume of services provided through Digital Solutions Industry 4.0, available on the market today, is growing particularly fast. The purpose of this article is to identify the reasons that hinder the spread of ICT services in the field of maintenance and operation of infrastructure facilities and the development of proposals to stimulate the development of the market in this segment. On the basis of the proposed solution, in addition to the direct positive macroeconomic effect, the impact of the development of ICT services at the microeconomic level is analyzed by the example of advantages for the subjects of the housing and utilities sector.

The comprehensive development of the machine-tool industry should have the most significant impact on the productivity of the Russian economy, increase its complexity, added value and export potential. Active industrial policy, which is aimed at the development of the domestic machine-tool industry, is one of the factors ensuring breakthrough economic development of the domestic economy.

In today’s conditions of transition of the Russian economy to a new technological order the issues connected with introduction of innovations are especially important. It is necessary to develop methods for evaluating the effectiveness of innovative projects. One aspect is the forecasting of demand for innovative goods and services. There are different methods of solving this complex problem. At the initial stages of innovation, marketing research has not yet been conducted to confirm the demand for an innovative product or service. At this stage, demand can be predicted by analyzing consumer income growth or prices of goods and services. Using the correlation analysis, the article examines the relationship between macroeconomic factors and demand for innovative goods and services.

The system of higher education in modern Russia needs transformation. This is primarily due to the growing need for a scientific and technological breakthrough in Russia. The country’s foresight sessions in the field of education focus on the mechanisms and approaches to the transformation of the education system. The educational intensive, held from 10 to 22 July 2019 in Moscow at the SKOLKOVO Institute of Science and Technology, was aimed at the digital transformation of higher education. Its goal is to create and develop teams of regional universities that will be able to implement systemic changes in the field of training for technological development [1]. The author of the article is a participant of the educational intensive. The article itself is an attempt to determine the vectors of movement for the further development of the university.

The article deals with the analysis of the strategic development of funds to support scientific, technical and innovative activities in the regions of Russia. The SWOT analysis method was used to assess the activities, which identified the guidelines and limitations of strategic development, potential strategic advantages and directions for internal changes in the organization. Regional State Autonomous Institution “Krasnoyarsk Regional Fund for Support of Scientific and Technical Activity” was used as an example for the proposed analysis of the strategic development of funds.

The concept of “Triple helix” is the basis of the most domestic programs to support the development of innovative activities of universities, while theoretical and empirical researches in this area allow to extend the concept of innovation not only in research, but also in educational and administrative areas. The paper provides theoretical justification and empirical confirmation of a broader interpretation of innovative activities of universities, which in turn is the motivation to develop an adequate system of evaluation of the latter.  Fuzzy-multiple forecast of educational results based on indicators of the use of digital educational resources

A fuzzy-multiple model of predicting the results of educational institutions based on a system of fuzzy-logical conclusions with several input variables has been developed. To build the model, we used the results of monitoring the digital educational environment of 206 educational institutions of 16 municipalities of the Khanty-Mansiysk Autonomous Okrug in relation to the directions of using digital (electronic) educational resources in the implementation of educational activities at the level of primary general, basic general and secondary general education. The model allows predicting the most probable value of the index of educational results for a specific educational organization based on the numerical values of 12 indicators characterizing the use of digital educational resources in the educational process.

The results of choosing a financial institution for servicing organizations using the technologies used in machine learning, in particular, neural networks and fuzzy logic, are presented. In the conditions of insufficient information, traditional methods of solving such tasks do not work reliably enough, therefore, the work demonstrates a method for determining the best bank using these technologies. To search for the desired solution, the simulation of random values of those parameters that are responsible, in the opinion of the author, for the choice of a bank, was performed. Such a database of examples, which can be called “toy” is involved in the training of the neural network. In addition, it is shown the possibility of obtaining an assessment of the effectiveness of the selected institution for servicing the organization using fuzzy logic.

 Prospects of telemedicine development in the context of digitalization of the Russian economy

The main directions of social and economic state policy of Russia are fixed in the may Decrees of the President of the Russian Federation, where it is noted that the solution of health care problems, along with education and demography in the digital economy, is one of the priorities. Special emphasis is placed on the development and application of IT-technologies in medicine, allowing to expand the possibility and availability of medical services for the population of our country. In this regard, the problem of human health and its adaptation to the rapidly changing environment becomes even more relevant in the digitized world. The use of IT-technologies and telemedicine is aimed at improving the quality of life of the population, improving the environmental situation in cities, which has a significant impact not only on the overall health and life expectancy of citizens, but also on their psychological state.
One of the positive consequences of human inclusion in the digital environment is the possibility of establishing a connection with a medical institution, obtaining medical advice in remote access, as well as the use of robots in the diagnosis of various diseases. The development of communication networks and the digitization of medical services has led to the emergence of cross-border medicine. All of the above mentioned indicates the relevance of the research topic.
The purpose of the research is to identify the system of economic and legal problems of telemedicine regulation in the Russian Federation, as well as to develop practical proposals for its improvement.
During the study, the authors performed a review of the Federal legislation in the telemedicine, revealed the basic problems of regulation of telemedicine services, investigated the prospects and possibilities of the profound transformation in the areas of health and active longevity, studied the economic and legal risks the introduction of services in the telemedicine, based on which the recommendations for improving the provision of innovative medical services (telemedicine), which in the course of research were brought to practical applications, were developed.
It is concluded that the obvious advantages of telemedicine are independence from geographical location, time factor and the ability to access remote information in real time or quickly if necessary. The introduction of such type of medical services as telemedicine requires changes in the regulatory framework and practice of medical care in many countries, including the Russian Federation.
The main theoretical provisions and recommendations of practical importance have been brought to the level of concrete proposals that can be implemented by medical institutions of the Russian Federation in order to improve the efficiency of telemedicine development and the use of intellectual property in their activities.

The article deals with various classifications of high-tech projects. The importance of project categorization is shown, the classification criteria of the diamond-shaped model are considered. Shortcomings in existing approaches to classification of specific high-tech projects are revealed. The interpretation of classification features of high-tech civil projects is specified and the introduction of new scales taking into account the specifics of the projects is justified. Four qualification criteria for high-tech civilian projects are proposed, they are as follows: novelty, organizational complexity, technological complexity, and pace of implementation. The proposed classification takes into account the specific features of high-tech civil projects.

 Formation of the environment management of innovative activity of the organization

The article presents the results of the study of the formation of conditions for improving the efficiency of management of innovative activity of employees involved in the development of new products and processes. It is established that the innovative activity of employees is an external characteristic of the manifestation of their personal (“internal”) creative abilities. This is justified by the fact that the innovative activity of employees is evaluated by the head, and creative activity by the employees themselves. It is shown that the emancipation of creative abilities of employees is possible only if they have a sense of “internal” freedom, which largely depends on the atmosphere of trusting relationships in the team. It is established that the effective management of innovative activity of employees can be ensured by close interaction of the components of the triad “trust-freedom-creativity”, which extends the classical functions of management in the case of management of innovative enterprises. However, it’s noteworthy that only a man is capable to make innovative proposals (ΔN), aimed at innovative transformations specified in the technical specification, and his innovative activity is assessed by the director who is taking into account not only the proposed ΔN, but also the competitive time of execution of this work – Δt.

As part of the study, a systematic approach was used in interviewing entrepreneurs in various fields of activity of the Samara region.  The blockchain as a technology of increasing trust and reducing transaction costs in the financial sector

The approach to blockchain only as a new technology, the security of which raises many questions, seems rather narrow. The experience of using blockchain in the financial sector shows the broad possibilities of this system to significantly reduce transaction costs by increasing the level of trust between economic agents who use it for transactions. The level of trust in the use of blockchain in the financial sector is increased due to the ability to ensure the reliability of verification of assets (property, capital), storage of transaction records, ensuring reliable data storage and cost reduction. Trust is a factor that determines the level of transaction costs in the economic system and, ultimately, the efficiency of the economic system, the prevailing forms of business organization and business processes. Trust is a component of social capital and has a stimulating effect on the efficiency of the national economy. Cross-country comparisons show that countries with higher levels of confidence show higher GDP and investment growth. Thus, the blockchain acts as a factor of increasing confidence and on this basis the growth of macroeconomic indicators, in particular GDP, the share of investment in GDP.

 Development of an algorithm for certification tests of technical means based on the use of blockchain

This article provides a brief analysis of the system of certification of technical means for compliance with the requirements of technical regulations of the Customs union, on the basis of which it is concluded that the staff of the testing laboratory, which carry out tests of certified technical means are key in ensuring quality control and safety of products released to the market. These employees can make mistakes in the process of testing products, and therefore it is proposed to introduce in the testing laboratory relevant information and communication technology, which will minimize the impact of the human factor in the testing of technical means.
To ensure the reliability and accessibility of the test results, as well as their protection from unauthorized interference, an algorithm for certification tests of products based on blockchain technology has been developed. The possible application of this algorithm in the certification of secondary power supply for compliance with the requirements of the Technical regulations of the Customs union “Electromagnetic compatibility of technical means” is demonstrated. It is shown that the blockchain algorithm will eliminate the falsification of test results due to the fact that the generated labels on the checked parameters of the technical means for noise immunity and noise emission will be automatically read from the measuring equipment and recorded in the appropriate blocks, which in turn will be processed in the request processing system, server management system and transit hosts of the company that manufactured the tested technical means.
The developed algorithm of certification tests can be used by regulators to simplify the procedure of control and accreditation of testing laboratories, manufacturers to reduce costs and monitor the procedures for certification of technical equipment and buyers of products to ensure their confidence in the certified products.
