Abstract:The article presents theoretical and practical analysis of the relationship between the level of innovative development and the creative potential of the region. The methodical aspects of creative potential assessment based on different approaches to the account of its influence on innovative development are investigated: by means of personnel potential, cluster-branch organization, transformations of consumer behavior. On the basis of generalization of interpretations of components of creative potential of the person, manager, organization, territory and the account of the restrictions imposed by the range of data of Rosstat, indicators of an assessment of creative potential of the region are allocated. Their assessment was made and the rating of Russian regions on the level of creative potential was given. On the basis of its comparison with the rating of innovative development calculated by the authors, a matrix of regional growth models is presented. In these models the differentiation of the degree of connection between innovative development and creative potential of Russian regions is revealed. The results of the evaluation in the context of Federal districts are also presented, demonstrating the different degree of innovative development due to creative opportunities.
