Abstract:One of the most important factors of competitiveness of the state, economy and nation are renewal processes of personnel, suggesting a systemic HR policy and personnel management, namely staffing the state apparatus competent, highly qualified personnel, which undoubtedly will increase the efficiency of its operation.
