Highlights:• The quality of human resources is subject to management at three levels: state, organizational and individual.
• The number and structure of human resources in the world and Russia, in particular, is permanently changing, and negative processes associated with natural population decline and aging can be observed. The coefficient of demographic load is growing, worsening the financial situation of the older generation, and the birth rate is decreasing. As a result, low reproduction of human resources.
• The qualitative characteristics of human resources are important, from the point of view, of assessing their impact on the welfare of the economy, growth of labor productivity and incomes of the population. The increase in the level of education among the population is due to the changing nature of jobs in the economy, as the share of manual and physical labor is gradually decreasing, the share of intellectual work is growing. The higher the level of education of a person, the greater the likelihood of his compliance with the work he performs.
• Ensuring the necessary quality of human resources requires the development of standards that can be used in assessing the compliance of human resources with the requirements. A generalized indicator characterizing the quality of human resources at the state level, within the framework of the National system of qualifications, is the category of "professional qualification".
• The Institute for Independent Qualification Assessment is at the stage of formation and approbation, which does not allow at present to speak about the wide coverage of all professional qualifications by the system, as well as about the accessibility of assessment centers.
• The use of professional standards at the level of organizations will allow to unify the qualification requirements in the country, and the use of an independent assessment of qualifications will provide an opportunity to obtain a tool for assessing the quality of human resources.
Abstract:Evaluation of the quality of human resources in modern conditions is one of the most urgent and at the same time problematic issues in the country and in the global context. At the level of States, national systems are being built that should provide an understanding of what quality human resources are available, and what requirements they should meet in the future. At the organizational level, the need for evaluation is particularly important in a dynamic environment where demands are constantly changing and the organization's human resources have to adapt to them. Created in the country, the national system of qualifications offers a tool for assessing the quality of human resources in terms of their qualifications on the basis of an independent assessment. The article discusses the state and prospects of development of the National qualifications system, including the Institute of independent assessment of qualifications in the context of assessing the quality of human resources.
