Abstract:The realization of the concept of the digital economy, the achievement of the breakthrough in all spheres of life by implementing national projects, and the use of IT-technologies and telemedicine is aimed at improving the comfort of the living environment, improve the quality of life and improving the environment in cities, having a significant effect not only on overall health and life expectancy of citizens, but also on the psychological state of society as a whole. In this regard, the topic of this scientific work is recognized as relevant.
The aim of the work is to study the impact of innovative projects on the quality of life of the population. The increment of scientific knowledge is the development of theoretical and categorical apparatus for the implementation of innovative and Smart projects in the framework of the transformation of national economic policy. The results include the development of a theoretical approach to assessing the impact of various factors on the effectiveness of national projects, a simulation model of innovative project management, as well as a model of shifting the proportion of funding for national projects “state – private business“ depending on the state of the economy. It is concluded that in terms of development of new technologies the decision of problems of improvement of quality of life, development of human habitat, health, along with education, demographics, the fight against poverty, implementation of digital economy is one of the primary and priority tasks of the Russian state.
The results of the study will be useful to public authorities and private business, solving the problem of improving the quality of life of the population in the implementation of national projects.
