The effective reproduction of human capital is recognized as the most important condition for innovative development. The main research approach continues to be neoclassical, but in the scientific environment there is a need to take into account institutional factors, due to the need to reflect not only the specifics of economic but also social processes. The study attempts to assess the impact of individual institutional factors on the qualitative characteristics of the population. The theoretical basis was the provisions of the theory of human capital, the concept of qualitative characteristics of the population, developed by the scientists of ISESP RAS (under N.M. Rimashevskaya's guidance). The model of binary logistic regression was used as a methodological tool, in which the index of the quality of labour potential of the population was used as a dependent variable, and individual parameters characterizing institutional and socio–demographic aspects were used as independent variables. It is determined that in the context of socio-demographic characteristics, higher values of potential were demonstrated by women, young people, the population with a high level of education and income, as well as in the context of institutional characteristics in terms of employment at state and municipal enterprises, in the case of “formalization of employment“ and the availability of corporate systems of advanced professional training. Using the model of binary logistic regression, it was found that the socio-demographic characteristics to a greater extent increases the chance of the population with the potential above the average level, intentions to improve knowledge and income. And the institutional characteristics are as follows: the availability of corporate systems retraining and advanced professional training (2.28 times), as well as the conclusion of indefinite term or fixed term employment agreements (1.36 times).
