Abstract:The article discusses various approaches to definition of the notion “educational services.“ The author suggests her own interpretation of the term. She emphasizes the properties of educational services, as well as their specific features. Some specific properties of higher school educational services are considered separately. The author justifies the necessity of state regulation for the educational services of higher school. The model of state and social responsibility is regarded as the most optimal model of higher school educational service market development.
